Pay up will satisfy but lower respect and annoy other clans. Refuse can encourage raids from them. Attack emissaries may cause fear but also invite raids. Threaten a raid can work or invite attack. Have <name> remind them of your friendship... can succeed, but may require ring member to have at least some Diplomacy skill.

Option 5 is only available if you have a former Wheel ring member whose previous clan's chief is the King of the Wheel Kingdom.
This event can typically occur at random within the first 2 years of a Wheel Kingdom formation.
