When Orlanth died, Tyram reassembled himself into a Chaotic hodgepodge. Those who pledge themselves to him are dismembered and reconstructed, like these hideous wretches. They wish to use your ritual ground to climb their ladder into the sky. "That will break apart the choking air above, permitting you the sight of your god Elmal. Your sky god worshipers shall then increase in power, and your <crops/grain stalks> will enjoy the sunshine."

Consequences[]
If you refuse, then find an Uroxi war band to attack them, you may find a warband who dispatches the cultists, requesting payment afterwards. If you agree to pay, a paltry payment will be scoffed at.
If you refuse, then call upon Urox's protection, Urox will stomp and whip their heads and ward against future chaos outbreaks. Urox also seems willing to aid for a small sacrifice of one cow.
If you refuse, the Tyramites may return eventually and offer to bless both sky and earth god worshippers. If refused again, their third and highest offer will be to bless all god worshippers (including Ancestor worshippers, but not shamans, Sereden, Serestev or the Agimori Adoptee).
If you attack, you will either slay the cultists with only a few casualties (usually only wounded), or they will cause heavy casualties among your warriors before retreating.
If you agree, all the nobles covered by their offer will become one level stronger at their best skill and your farms will produce more food for a while. However, dealing with Chaos has its price, as Chaos will spread through the valley ("Chaos Threat" may be displayed next to the Map button on the Menu) and it may eventually lead to your clan dying to kinstrife towards the end of the game (this makes the final part of the game harder).
