The candidates suggested to speak can be any of the characters of your clan with set names, including (but not limited to): Iverlantho, Dresta, Sereden, Reda, Hanth, Kerenna, etc. All of the characters with set names in your ring will be an option. Other members of your ring, with generic names and portraits, will not be.

At the start of the event, mood is improved.
If whoever speaks manages to rouse the people, then mood will improve further. That character's popularity may increase as well.
