The charioteers of this land have long organized themselves under a king. <Explorer> guesses that these Wheels belong to the king’s retinue. Perhaps they transport cows paid in tribute to him by a vassal clan to his main fortress. Though on their guard, the Wheels do not appear to have spotted your party yet.

Stealing cows starts a fight that your explorer can lose.
Converse with them can either result in a fight or grant you knowledge of the Northern Wheels which you can then inform the other Wheel clans near your home of. They can appreciate receiving this information.
