Whether the denouncement will be enough to aid the Uroxi rite depends on the Diplomatic skill of your emissary as well as the option chosen compared to the personality of their chieftain. Perhaps good relations may help as well. Considering Wheel culture, it is likely they would be more receptive to a male emissary as well.
Failure may risk worsening relations. If you chose for Brolarulf to raid the Wheels during the prolog, Wheel clans will be more difficult to convince.
