The Axle is a treasure and part of the royal regalia of the old Wheel Kingdom. Since it is a Wheel treasure and sacred to Samnal, a god not worshiped by your clan, your people will not know what it does for you, if anything.
If present on the ring, Sereden will clam that "this artifact will advantage us when dealing with Wheels." (tested with Heroic Lore skill)
In game terms, it gives you a bonus to any skill tests in events involving Wheels.
Acquisition[]
It can be acquired as part of an event in Lights Going Out, Wheels Artifact Discovery. Reda will find it and bring it to your clan, soon after which a Wheel clan will offer to buy it for 50 cows. If you decide to keep it instead, it will be added to your treasury. You can also destroy it, which will weaken the Wheels in battle for a while.
